• POST /api/v1/preflight — Must-call before Base send/swap/bridge/stake/contract_call: returns decision ALLOW|REVIEW|BLOCK plus riskScore, simulation/allowance evidence, reasons[], and expiresAt. Agents must abort on BLOCK, escalate on REVIEW, and only sign/submit on ALLOW while now < expiresAt.
